Who is this Level 3 Diploma for?

This qualification is designed for experienced pipefitters, mechanical pipefitters, advanced pipefitters, and pipework installers who already work on UK construction sites and want formal recognition of their advanced trade skills. Typical candidates already hold the Level 2 Pipework Diploma (or have years of site experience under industry accreditation) and are ready to step up to Gold card status, take on more responsibility, and access higher trade rates under JIB-PMES grading.

The awarding body is ProQual Awarding Body. The regulator is the Office of Qualifications and Examinations Regulation (Ofqual). The card scheme is CSCS for general construction sites, or JIB-PMES for mechanical pipefitters working under the Joint Industry Board scheme.

  3. Pass the CITB Health, Safety and Environment Test for Operatives if your current pass is more than 2 years old. Booked through Pearson VUE, around £22.50.
  4. Receive your ProQual Level 3 certificate from DB College.
  5. Apply for your Gold card. General construction site workers apply directly through CSCS at cscs.uk.com. Mechanical pipefitters apply through the JIB-PMES Mechanical Pipefitter Gold card scheme at jib-pmes.org. Both cards carry the CSCS logo and are valid for 5 years.

CITB-registered employers can usually claim a short course tier grant of £600 towards the diploma. As a CITB Approved Training Organisation, DB College can guide your employer through the grant claim.

Entry requirements

There are no formal academic entry requirements, but you must be working in the construction industry as a pipefitter, mechanical pipefitter, or pipework installer. You should have enough live site work to generate evidence across all the mandatory units. Most candidates have at least 3 to 5 years of experience on the tools before stepping up to Level 3. We carry out an initial assessment before enrolment to confirm Level 3 is the right qualification for you.

You can take this Level 3 Diploma either after completing the Level 2 Pipework Components Diploma, or directly if you have substantial site experience and your evidence supports the higher level. Speak to us before enrolling and we will guide you through it.

Mandatory units

To achieve the Level 3 Diploma, candidates must complete all of the mandatory units, plus one optional unit:

  • Contribute to effective working relationships in construction
  • Work safely and minimise risk in construction
  • Identify and deal with hazards and emergencies in a construction environment
  • Shape pipework components by material removal using hand tools
  • Assemble pipework components to meet specification
  • Position and install pipework
  • Mark out to the required specification for pipefitting activities in construction
  • Test the performance and condition of installed pipework

How the assessment works

The qualification is competence-based, which means you prove what you already do — there are no exams and no classroom learning. Your DB College assessor gathers evidence through:

  • Direct observation at your normal workplace
  • A written knowledge workbook completed at your own pace
  • Professional discussion between you and your assessor
  • Witness statements from your supervisor or site manager
  • Photo and video evidence uploaded through our e-portfolio system

The qualification is assessed in line with the Construction Skills Consolidated Assessment Strategy and is internally verified by an experienced and qualified assessor. Most candidates need 4 to 6 site visits or remote video sessions, plus their written workbook, to complete the qualification.

How long does it take?

Most candidates complete the Level 3 Diploma in 2 to 4 months on the Normal Route. The Fast Track route (+£200) can finish in 6 to 12 weeks if you have a strong portfolio of recent advanced pipework activity (testing, marking out, independent installation) and respond quickly to evidence requests.

Do I need to attend a classroom or sit an exam? No. This is a 100% work-based qualification. There are no exams and no classroom learning. What is the JIB-PMES Mechanical Pipefitter Gold card and is it different from a standard Gold CSCS card? The JIB-PMES Mechanical Pipefitter Gold card is a CSCS partner scheme card carrying the CSCS logo. It is specifically for mechanical pipefitters working under the Joint Industry Board scheme and gives access to JIB-PMES wage rates and Advanced or Technician grading. What happens after Level 3? Can I move into supervision? Yes. After your Gold card you can progress to the Level 4 NVQ Diploma in Construction Site Supervision for a supervisory Gold card, or to the Level 6 NVQ Diploma in Construction Site Management for the Black card.
